Runtime Restart on Publish

Publishing changes to a project causes Runtime to restart in certain cases. Others, it can update without restarting the Runtime.

Note: If Runtime is started using the Run button in Designer, all publishes to that machine will result in Runtime restarting. If they are started another way such as from a shortcut or the start menu, the below tables outline when publication will cause a restart.
